Product Description
Starting March 3, 2026, Australia will compulsorily include LED lamps in the GEMS (MEPS) control scope!
On February 26, 2025, Australia released the new Greenhouse and Energy Minimum Standards (LED Lamps) Determination 2025, which for the first time included LED lamps in the GEMS (MEPS) control scope and introduced AS/NZS 5341:2021 LED Lamps - Test Methods - Energy Efficiency and Functional Performance Standard for testing. GEMS is a mandatory certification jointly launched by the Australian and New Zealand governments on October 1, 2012. It aims to improve product energy efficiency and reduce greenhouse gas emissions by setting minimum energy efficiency requirements.
Regarding LED products covered by the new standard, please note the following:
? The standard will take effect on March 3, 2026, and will be registrable in the Federal Legislative Gazette from March 3, 2025.
? It introduces baseline minimum performance standards (MEPS), mandatory packaging, labeling, and other requirements.
? Support for the continued sale of inventory imported before March 3, 2026, under sections 16 to 19 of the Greenhouse and Energy Minimum Standards Act 2012 (Act).
? The reference method for the standard test is AS/NZS 5341:2021, with a test cycle of 3,600 hours.
Purpose and impact of the regulatory update:
? To align with EU lighting ecodesign regulations as closely as possible and encourage the production and supply of more energy-efficient products to save money, energy use, and reduce greenhouse gas emissions;
? To support the sale of more energy-efficient LED lamps and to phase out inefficient incandescent lamps, including directional and non-directional incandescent lamps with reflectors and halogen lamps, starting in October 2025;
? To encourage business investment in innovative technologies;
? To reduce electricity consumption.
Understand your obligations:
? Understand which LED products are affected;
? If your product is covered by the new regulation, please register it before the effective date (March 3, 2026), otherwise you will not be able to sell it on the market;
? Product registration requires submission of relevant information and a MEPS test report that meets the minimum energy efficiency requirements (including the 3,600-hour lumen maintenance and durability tests required by the standard);
? Registration is valid for 5 years from the effective date and can be registered for a single model or a series of models;
- Single model: a test report is required;
- Series model: at least one test report for the lowest efficiency model must be provided; certain parameters (UV hazard, blue light hazard) require test reports for models in the series that have the characteristics listed in Article 7(3) of the new regulation;
- For special purpose series, you must provide a test report for each model in the series in accordance with Article 7(4)(b) of the new regulation. ? Registration Fees: The registration fee for a single model or model series application is $440. Renewing a registration to add an additional model is $210. The fee for renewing the registration owner is $210.
Greenhouse and Energy Minimum Standards (LED Lamps) Determination 2025
Scope of Products: LED lamps
1. General Conditions (Must meet the following requirements)
a) The color coordinates x and y must be within the following ranges:
0.270 < x < 0.530; and – 2.3172 x2 + 2.3653 x – 0.2199 < y < – 2.3172 x2 + 2.3653 x – 0.1595;
b) The luminous flux per unit light-emitting surface area must be less than 500 lm/mm2;
c) The luminous flux must be between 100 and 82,000 lm;
d) The product must contain one or more LEDs.
2. Single-capped LED lamps
With one of the following lamp cap types:
a) BA15d, B15d, B22d, E11, E12, E13, E14, E17, E26, E27, E39, E40, GU10, GZ10, GX10, GU24, GX53, G9;
b) Bi-pin lamp caps G4, GU4, GY4, GZ4, GU5.3, GX5.3, G6.35, GY6.35, GU7, G53.
3. Double-capped LED lamps cover double-capped LED lamps with a nominal length of 550 mm to 1500 mm.
a) LED lamps with G5 and G13 caps used to replace fluorescent lamps with the same caps;
b) Double-capped LED lamps with GX16t-5 caps.
Both standalone LED lamps and LED lamps included in a product are covered by the above standard.
Exempt products:
1. LED lamps designed for use on aircraft or for aviation purposes;
2. LED lamps for other special purposes.
