Recently, customers reported that when uploading EEA to TEMU EU site, the upload failed, requiring the correct certificate containing (EU) 2019/882 directive to be ensured, and the correct qualification needs to be updated and re-uploaded. So what is the EU Accessibility Act? What is the (EU) 2019/882 directive?
On June 7, 2019, the EU issued the (EU) 2019/882 directive, also known as the European Accessibility Act (EAA, European Accessibility Act). This directive supplements the European Web Accessibility Directive (EU) 2016/2102 (Web Accessibility Directive). Accessibility means that the design of products, services or environments should allow people with disabilities to use them equally, directly or indirectly (with a certain degree of assistance from others).
EEA EU Accessibility Act The European Accessibility Act (EAA) EU 2019/882, which will be enforced on June 28, 2025, is also a CE marking directive and was launched in 2019. It is a supplement and update to the EU Web Accessibility Directive (WAD EU 2016/2102) which has been mandatory since December 2016, and defines people with disabilities in accordance with the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) which came into force in December 2006. According to the definition of the Convention, people with disabilities "include those who have long-term physical, mental, intellectual or sensory impairments which, in interaction with various barriers, may prevent them from fully and effectively participating in social activities on an equal basis with others". WAD only targets websites and mobile applications used in public service departments, while EAA focuses on a wider range of products, including products, software and websites, and extends to products or services for private use.

Specific "Accessibility" requirements that should be met are in Directive (EU) 2019/882 ANNEX 1

EEA implementation time and transition period:
According to Directive EU2019/882 It stipulates that various relevant products and services, especially digital technologies, entering the EU market after June 28, 2025 must be accessible to people with disabilities and the elderly. The goal is to standardize accessibility and ensure easier access to relevant services and products.
Products that have entered the market or services that have been provided before June 28, 2025 can continue to be used during the validity period of the contract, but the maximum transition period is no more than 5 years. That is, by June 28, 2030, all relevant products or services provided on the EU market must be fully applicable to EEA regulations, including products and services that have been on the market before June 28, 2025.

EN 301 549 Standard Introduction:
Scope of Application:
Take EN 301 549 (V3.2.1) as an example. This standard applies to web pages, non-web content, software, hardware, and ICT systems that provide two-way voice communication and video functions, covering all aspects from design to document support. These requirements are intended to ensure that ICT products and services can meet the needs of users with different abilities, including visual, auditory, operational and cognitive barriers.
For example, hardware devices such as projectors and TVs with smart functions, as well as mobile phones (with both hardware and software functions) and apps, need to follow this standard to achieve barrier-free design and use.
EN 301 549 specific requirements:
EN 301 549 (V3.2.1) clauses are divided into two categories: "shall" and "should".
Among them, "shall" clauses are mandatory and must be met to comply with the standard. Such clauses usually involve core accessibility functions and requirements to ensure that ICT products and services can meet the basic needs of users with different abilities. For example:
General requirements: For example, when it comes to the closed functions of ICT products, it is required to support accessibility functions such as non-visual access, voice output, volume control, and privacy protection.
Voice and video communication: For example, the standard requires ICT equipment to support high-quality voice communication and video functions to ensure the simultaneous transmission of voice and text , precise synchronization of audio and video, and alternative solutions for voice and video services, such as real-time subtitles and audio descriptions, to meet the needs of users with different disabilities.
Subtitles and audio descriptions: For example, the standard emphasizes the importance of subtitles and audio descriptions, requiring ICT devices to support customized display of subtitles and synchronous playback of audio descriptions to help visually impaired users better understand and use content.
Hardware accessibility: For example, hardware design needs to take accessibility requirements into consideration, including providing standard connection interfaces, supporting voice output and magnetic coupling functions, and optimizing the accessibility and operating space of fixed devices to accommodate wheelchair users and other users with limited mobility.
Software accessibility: For example, Software should be non-visually accessible, keyboard accessible, and compatible with assistive technologies.
Documentation and support services: Product documentation and support services should be provided in an accessible manner to ensure that users can obtain information about accessibility features and receive effective assistance during use.
"Should" clauses are instructive and provide best practice recommendations, but are not mandatory. These clauses are intended to further improve accessibility, but failure to meet these clauses does not mean non-compliance with the standards. For example:
General requirements: It is recommended that when designing ICT products and services, priority should be given to the activation of accessibility features to ensure that users can easily enable these features. At the same time, it is recommended that It is recommended to preserve accessibility information as much as possible during the information conversion process to support the usage needs of different users.
Voice communication: It is recommended to support high audio bandwidth as much as possible when providing voice communication functions to improve the quality of voice calls. In addition, it is recommended to provide high resolution and high frame rate in video communication to support users who use sign language and lip reading.
Software and user interface: It is recommended to provide sufficient contrast, adjustable font size and text spacing in the user interface design to support users with limited vision.

Enterprises should follow the steps of "understanding compliance requirements", "conducting accessibility assessments", "developing a compliance roadmap", and "publishing accessibility statements" to cope with the compliance requirements of EN 301 549 (EU Accessibility Directive).
