The turquoise spectrum of intense pulsed light can be highly and selectively absorbed by hemogiobin .it will produce strong photothermy instantly .The angiotelectasis will be thermally coagulated and lead to degeneration .After the degeneration , the body 's phagocytic system will decompose and assimilate  the barely functional capillary.
