Product Description
The European Accessibility Act (EAA) has been enforced on June 28, 2025
On June 7, 2019, the European Union issued Directive (EU) 2019/882, also known as the European Accessibility Act (EAA). It aims to improve the accessibility of products and services through unified standards and requirements to meet the needs of people with disabilities.
From June 28, 2025, ICT products and services launched or provided on the European market must meet the Accessibility Act.
What is the European Accessibility Act (EAA):
The European Accessibility Act (EAA, Directive (EU) 2019/882) is an important law enacted by the European Union to improve the accessibility of products and services and protect the rights of people with disabilities. It aims to eliminate digital and physical barriers through unified standards and promote social inclusion.
Applicable products and services:
According to Directive EU2019/882. Some example products include:
Computers and operating systems
Automatic teller machines, ticket machines and check-in machines
Smartphones
TV equipment related to digital TV services
Telephone services and related equipment
Access to audiovisual media services such as television broadcasting
Services related to aviation, bus, rail and water passenger transport
Banking services
E-books
E-commerce
Implementation time and transition period:
According to Directive EU2019/882, products that have entered the market or services that have been provided before June 28, 2025 can continue to be used during the validity period of the contract, but not more than a transition period of 5 years (until June 28, 2030); self-service terminals (such as ATMs, ticket machines, etc.) can be used continuously until the end of their economic service life (no more than 20 years after being put into use).
Core requirements and compliance standards
Currently, the EU Accessibility Directive (EAA) has not yet issued a specific coordinated standard, but there are some relevant standards for reference.
Related standards:
EN 301 549: Accessibility requirements for ICT products and services. The latest valid version is EN 301 549 V3.2.1. The standard is currently being updated to support the accessibility requirements directive EU 2019/882, which is expected to be published in February 2026 and incorporated into the OJ in May 2026. The standard covers universality, functionality, software, hardware and other requirements.
Taking smartphones as an example, some requirements include:
In terms of universality, it covers accessibility standards in many aspects such as closed functions, biometrics, key repeat, and switching controls.
In terms of functionality, the standard specifies corresponding functions for the special needs of different users, such as total blindness, limited vision, color blindness, limited hearing, and limited speech ability, to ensure that they can use smartphones.
In terms of software and hardware, the standard requires that smartphones should provide standard connections, such as USB or Bluetooth, to support assistive technology.
Company compliance and penalties
Companies need to complete the preparation of technical documents, the formulation of the EU declaration of conformity, the affixing of the CE label, and clearly mark the accessibility function information on the product details page. Violating companies will face high fines (e.g. up to 500,000 euros in Germany), market bans, and even legal action risks.
