According to the request listed above, you can choose a simple reactor which heated by propane gas and cold by water. This reactor will be made of stainless equipped with double wall; inner wall will be contact to your milk directly. Outer wall and inner wall will make up a gap.

Before you turn on the gas, you put clean water to the gas first and then turn on your gas and start to heating. Gas will boil the water in the gap and the heat from the boiling water will send to the milk in the reactor.
